Pennsylvania works differently. Pennsylvania counts 401(k), 403(b) and governmental 457(b) contributions as taxable compensation for state tax, even though the IRS does not. Your state wage figure is therefore higher than the federal one on your W-2. Qualifying Section 125 health premiums are still excluded.

How Pennsylvania withholding is worked out

Your employer starts from gross pay for the period and annualizes it. For Pennsylvania, pre-tax retirement contributions are added back, because the state treats them as compensation. Federal income tax is then worked out bracket by bracket against the 2026 tables after the standard deduction, and Pennsylvania applies its own schedule.

Social Security is charged at 6.2% on the first $184,500 of wages for 2026. Medicare is 1.45% on everything, with an extra 0.9% once you pass $200,000. Neither is reduced by a 401(k) contribution, which is why your Social Security wage figure on a W-2 is usually higher than your federal wage figure.

What Pennsylvania takes beyond income tax

Unemployment compensation is withheld at 0.07% with no wage cap.

Local taxes in Pennsylvania

Local Earned Income Tax applies almost everywhere (commonly 1%). Philadelphia levies 3.735% resident / 3.425% non-resident from 1 July 2026, on gross pay with no pre-tax reduction. A Local Services Tax of up to $52/year also applies. Local rates are set by each jurisdiction, so check your own address before relying on a single figure. The calculator above covers federal and state withholding.

On a $68,000 salary in Pennsylvania, filing jointly with a 5% 401(k) contribution, take-home pay works out to about $53,871 a year, or $2,071.95 every two weeks. That is an effective rate of 15.8%.
Does Pennsylvania have a state income tax?
Pennsylvania taxes wages at a flat 3.07%, the same rate whatever you earn.
What is withheld from a Pennsylvania paycheck?
Federal income tax, Social Security at 6.2% up to $184,500, and Medicare at 1.45% with no cap, plus Pennsylvania state income tax, plus Unemployment compensation.
Does a 401(k) contribution lower Pennsylvania state tax?
No. Pennsylvania is unusual: elective 401(k) and 403(b) deferrals are still counted as taxable compensation at state level, even though they are excluded from federal income tax. Only qualifying Section 125 health premiums reduce your Pennsylvania wages.
What is the Pennsylvania supplemental or bonus tax rate?
Pennsylvania does not publish a separate flat rate for bonuses. Employers generally add the bonus to regular pay for the period and withhold on the combined amount.
